Montenegro’s authorities have published data on foreigners who received Montenegrin passports in 2020–2021, including under the “Citizenship by Investment” program.
During this period, passport holders of Montenegro included people born in Russia, Belarus, Ukraine, China, the UAE, Turkmenistan, Kazakhstan, Azerbaijan, Pakistan, Lebanon, Angola, Syria, and other countries.
Russians and Chinese rank first in the number of passports received.
According to the Center for Civic Liberties (CEGAS), 453 citizenships were granted in the period from June 3, 2006, to May 24, 2021.

As a reminder,the implementation of the project to grant Montenegrin citizenshipin exchange for investment began on October 1, 2019. The program runs for three years. Interested candidates must invest from250,000 eurosin one of the projects in the north of the country or from450,000 euroson the coast or in the country’s capital, Podgorica.
The list of priority sectors includes infrastructure, tourism, agriculture, and the processing industry. The program quota is 2,000 people.
