Montenegro may introduce visas for Russian and Belarusian citizens in 2025. This decision is being discussed as part of the country’s efforts to harmonize its visa policy with European Union requirements.
At present, Russian and Belarusian citizens are allowed to stay in Montenegro visa-free for up to 30 days. This policy contributes to a significant tourist flow: in 2023, more than 246,000 Russian citizens visited the country. However, according to analysts, the introduction of visas could reduce this figure.
At present, around 26,000 Russians and about 1,000 Belarusians live in Montenegro, for whom possible changes to the visa regime would create difficulties.
Reasons for introducing the visa regime
As part of the EU integration process, Montenegro is required to align its visa policy with Schengen standards. This means introducing visas for citizens of countries that require a visa to enter the Schengen Area, including Russia and Belarus. This decision is aimed at strengthening control over migration flows and improving security in the region.
Impact on tourist flow and the economy
The introduction of a visa regime could significantly affect tourist flows from Russia and Belarus. According to 2023 data, 246,000 Russian citizens visited Montenegro, spending a total of 3.7 million nights in the country, which averages out to 15 days per person.
With the introduction of visas, a decline in the number of tourists is possible, which could affect the revenues of the tourism sector and the economy as a whole.
Visa application process
At this stage, the details of the visa application procedure for Russian and Belarusian citizens have not been specified. It is expected that the Montenegrin government will provide additional information in the near future. It is assumed that the process will include standard requirements similar to Schengen visas, such as providing biometric data, proof of financial means, and the purpose of travel.
Prospects for further cooperation
Despite the introduction of visas, Montenegro expresses its readiness to maintain open and friendly relations with Russia and Belarus. It is expected that diplomatic channels will be used to minimize possible negative consequences and preserve cultural and economic ties between the countries.
