Heritage Foundation published the 2021 Index of Economic Freedom. The ranking is based on data for 2019 and the first half of 2020, as well as data on the average budget deficit of countries over the past three years.
Montenegro improved its position by 11 places in the ranking of 178 countries thanks to reforms completed in the first half of 2020. Thus, Montenegro ranks 80th, improving its position in the group of moderately free countries.
Montenegro’s economic freedom score is 63.4 points, which currently exceeds the global average. Areas of improvement include fiscal health, government spending, labor freedom, business freedom, monetary freedom, government integrity, and judicial effectiveness.
Montenegro received lower scores in the areas of trade freedom, tax burden, and property rights. This indicates the need to continue reforms in order to further improve the regulatory framework, strengthen the rule of law, and public finances.
