The first holder of a Montenegrin passport obtained under the “Montenegro Citizenship by Investment” program was a Russian citizen. To date, several hundred applications have been approved.
The implementation of the project to grant Montenegrin citizenship in exchange for investment began on October 1, 2019. The program is valid until the end of 2022. Interested candidates must invest from250,000 eurosin one of the projects in the north of the country or from450,000 euroson the coast or in the country’s capital — Podgorica.
The priority sectors include infrastructure, tourism, agriculture, and the processing industry. The program quota is 2,000 people.
The application fee is100,000 euros.
It is important to understand that buying real estate in Montenegro does not provide an opportunity to obtain citizenship.
Citizenship documents can be submitted remotely; applicants need to come to the country once. At the same time, investors and their family members will not need to renounce their original citizenship in favor of Montenegrin citizenship; both can be retained.

The hotel of the new Janu chain brand will be located in a unique place, in Miločer Park, near the luxurious island of Sveti Stefan. Adriatic Properties has begun construction of the complex and is investing at least 110 million euros in it.

The 5-star Amma Resort hotel complex will be built in Čanj under a mixed business model. Its value is 77 million euros. The investor will create 241 new jobs in the five-star complex. The hotel complex is designed for 483 rooms, 241 of which are in the hotel itself, and another 242 rooms are in eight luxury villas.
The Black Pine hotel will be built in Mojkovac under a condominium business model. The hotel will be a four-star property with a total capacity of 174 rooms. Construction will cost 10.5 million euros. The investor intends to create 144 jobs on the complex grounds. Behind Black Pine hotel and Amma resort stands the Čelebić group of companies, owned by businessman Tomislav Čelebić.
The hotel-resort complex Bobotov Hotel, with a value of just over 16 million euros, will be built in Žabljak. The plan includes 160 residential units, 40 of which will be in the hotel itself and another 120 within 40 villas. The investor plans to create 153 new jobs (90 permanent and 63 seasonal).
