What changed?
The companyBlue Investments(until recently known asQatari Diar Hotel & Property Investment Montenegro) has submitted a full set of documentation to the Montenegro Environmental Protection Agency for the project to build a new luxury five-star resort in the bay near Tivat — on the site of the formerPlavi Horizonticomplex. At the moment, the documents are under public review. After the review, the Agency will decide whether the investor needs a full environmental impact assessment and what conditions must be met to obtain a building permit.
The project was revived after 14 years of waiting
Construction of thePlavi Horizonticomplex was blocked for almost a decade and a half due to a property dispute over a private plot of land. However, the parties have finally reached an agreement: the owners of the disputed land will receive an alternative plotin Tivat, owned by the state and with the same status and development coefficient. This opened the way for the project to continue.
The investor remains the same — the Cypriot offshore companyQ. Hotel and Marina LTD, headed by Tarik Khalid AA Al-Abdulla. In the Cypriot register, he is listed as a director of another 58 companies. It has previously been repeatedly reported to the public that the project is backed by a Qatari investment fund.
In January 2010, Qatari investors purchased a plot of about 270,000 square meters for 25 million euros fromHTP Primorje. The deal also included other attractive assets, including areas inBonići, where theRačicabrick factory once stood. The buildings of the oldPlavi Horizonticomplex were demolished in 2011, and the opening of the new luxury resort, worth 270 million euros, was planned for 2014.
In 2013, an agreement was signed with the state companyMorsko dobrofor a 30-year lease of the sea area and coastline for 50,000 euros per year. However, apart from building an access road and leveling the site, no real construction work was carried out over 14 years. According to official information on priority tourism projects, since the purchase the investors have invested around 79.6 million euros.
Even then, the planning documents forPlavi Horizontiprovided for a five-star hotel with 168 rooms, additional buildings with 78 rooms, villas, a SPA center, swimming pools, restaurants, a tennis club, a beach bar, and a pedestrian promenade. All of these elements are reflected again in the current documentation.

246 rooms, a tennis club, and a beach restaurant
The main part of the future complex will be located on plot UP1. The project provides for:
the main hotel and basic hotel facilities — 168 rooms;additional buildings — another 78 rooms;an entrance area, a beach restaurant, a multifunctional facility, a beach bar, a tennis club, and a play area;sports and tennis courts;underground utility structures.
The maximum building height is four storeys, but the central architectural element will have seven levels.
Other parts of the complex include infrastructure: a liquefied gas tank, a waste collection system, a public parking lot for more than 300 cars, a site for a transformer substation, as well as a network of internal roads with landscaping.
The water supply and sewage system has been designed in accordance with the requirements of the municipal company
Vodovod Tivat. All wastewater will be sent to the regional Kotor–Tivat treatment plant via two pumping stations.
The nearest buildings will be set back 30 meters from the beach. The project provides for the preservation and enhancement of green areas.
Luxury resort: 80 square meters of greenery per guest
The developers say the complex meets the standard of a five-star resort and will include: a SPA and wellness center, sports and recreational facilities, mini-golf, swimming pools, and a range of additional services. Each guest will have 80 square meters of green and open space.
The concept of
Plavi Horizonti
is based on combining Montenegro’s natural environment, the architectural motifs of coastal towns, and modern design solutions. Tree species characteristic of this area have been integrated into the project.Vehicle access will be allowed only to the main entrance and parking area, while only buggy-type electric vehicles will operate within the resort.
A large lawn is planned inside the resort, to be used for weddings, events, and celebrations.
Protection of olive trees is a mandatory condition
The project includes special measures to preserve the olive trees growing on the site. These trees are under state protection, and any work around them has been discussed extensively before.
Any tree that cannot be preserved in place must be transplanted using a special technique, under expert supervision, using containers and a suitable substrate. The document emphasizes that the olive tree is a long-lived species that tolerates transplanting well.
The project also includes the construction of 23 villas grouped into the so-called
Village
— a residential “village” inspired by the aesthetics of old coastal towns. It is not specified whether these villas will be part of the hotel inventory or intended for sale.According to the authors’ concept, the central street of the “village” will be the key axis of the area, with boutiques and small market stalls located there. Fountains will connect the pedestrian routes from the hotel to the beach.
Each villa will be one or two storeys high, with a private pool. In addition, the complex will have two large public pools — one in front of the hotel (with a hydro-massage area), and another by the beach, covering 508 m², with a 57 m² children’s pool.
