On December 30, 2021, the Government of Montenegro convened an extraordinary online meeting and extended the investment citizenship program for another year.
As reported bythe newspaper Pobjeda, the government meeting participants were unable to reach an agreement on this issue, which falls under the jurisdiction of the Ministry of the Interior, but they still voted in favor of it.
“Besides Minister Sekulović, who was against the program, Foreign Minister Đorđe Radulović also did not support it, while Prime Minister Krivokapić and Deputy Prime Minister Dritan Abazović supported the initiative of the Minister of Economic Development, Jakov Milatović, who insisted on the project,” said a source close to Pobjeda.
The investment citizenship program was first launched during the administration of Duško Marković.
Montenegro’s investment citizenship program
The implementation of the project to grant Montenegrin citizenship in exchange for investment began on October 1, 2019. The program is valid for three years. Interested candidates must invest from250,000 eurosin one of the projects in the north of the country or from450,000 euroson the coast or in the country’s capital, Podgorica.

At present, the list includes13 projects, submitted to the Investment Agency. All projects on the list are eligible to participate in the economic citizenship program. The total value of the projects is 373 million euros, which is one of the proofs that it is worth investing in Montenegro.
