During the period the “Citizenship by Investment” program was in effect, the authorities of Montenegro received 86 applications for a “golden passport.”
At present, almost seven million euros have been received into Montenegro’s budget from the program, while nine million euros have been transferred to investors’ accounts over the same period.
Citizenship by Investment Program
As a reminder, the law on the program for issuing Montenegrin citizenship was passed in November 2018. The first applications for Montenegrin passports through investment began to be accepted in January 2019.
The program lasts three years. Interested candidates must invest from250,000 eurosin one of the projects in the north of the country or from450,000 euroson the coast or in the country’s capital, Podgorica.Full list of projects for citizenship.
The list of priority sectors includes infrastructure, tourism, agriculture, and the processing industry. The program quota is 2,000 people.
The main advantage of obtaining Montenegrin citizenship isthe opportunity to become an EU citizen in 2025.
The application fee is100,000 euros. It is important to understand that this money is not refunded to the candidate regardless of the decision made, whether positive or negative. Buying real estate in Montenegro does not provide an opportunity to obtain citizenship.

Citizenship documents can be submitted remotely; applicants need to come to the country once. At the same time, investors and their family members will not have to renounce their original citizenship in favor of Montenegrin citizenship; both can be retained.
