Budva is Montenegro’s resort capital and the leader of the Development Index, which is calculated on the basis of a set of statistical data from Monstat. The Development Index is used by the country’s Ministry of Economy to determine budget subsidies for local municipalities. The average figure is 100. Regions with an Index above 100 do not receive subsidies from the national budget. Of the 24 municipalities, only six are donors: Budva (156.71), Tivat (133.59), Podgorica (122.11), Kotor (118.73), Herceg Novi (115.17) and Bar (100.36). Four regions have an Index below 50, among them Plav (47.14), Gusinje (43.82), Andrijevica (41.56) and Petnjica (27.98). Compared with the previous Development Index, Podgorica and Kotor have swapped places. Three years ago they held 4th and 3rd place respectively. And Plužine has dropped quite significantly in the ranking — from 7th (105.24) to 12th place (82.27). Source.
