The Ministry of Ecology, Spatial Planning and Urbanism has proposed that the Government of Montenegro revoke the decision of April 10, 2017, which allowed Dukley Marina to use the port in Budva after the contract expired until the state found a concessionaire. Dukley Marina is owned by American businessman Neil Emilfarb.
The request for revocation was submitted to the ministry by the director of the management company Morsko dobro, Mladen Mikijelj. He demanded that the conclusion be annulled and management of the port in Budva be returned to the company Marine Estate.
Mladen stated that the contract provided for the implementation of an investment program, which made it possible to extend the basic contract for ten years. However, the investments were not carried out in accordance with the investment program, so the extension of the contract until 2027 is, in Mladen’s view, completely unjustified.
He also stated that the annexes to the temporary contract were concluded for 2018 and 2019, while the third annex for 2020 was not concluded because the concessionaire, despite notifications, failed to proceed with its conclusion and did not pay the fee for 2020 within the prescribed deadlines.
