What makes up a Montenegrin deal cost

On top of the asking price, buying property in Montenegro has four main lines: the property transfer tax (PPN), the notary tariff, cadastre registration and a sworn translator's fee when required by law.

The transfer tax applies on the secondary market and is calculated on a progressive scale: 3% on the first €150,000, 5% from €150,000 to €500,000 and 6% on anything above €500,000. On the primary market (a direct purchase from a VAT-registered developer) this tax is not paid — VAT is already in the price.

The notary tariff follows the official Tarifni broj 1 schedule of the Montenegrin Notary Chamber. Up to €120,000 a fixed bracket applies; above that, a base fee plus a top-up for every €15,000 of overflow, capped at €8,000. A 21% VAT is added on top of the notary fee.

Cadastre registration (applications and the property listing) averages €30–50. A sworn translator for foreign-language contracts costs from €50 per document or hour. Treat this as a ballpark — the final amount depends on deal terms and the specific notary's tariff.
