Montenegrin company Carine, known for its investments in the hospitality sector of the Adriatic coast, has begun implementing the largest project in its history — the construction of the largest hotel in Montenegro and the region. The new five-star resort is being built in Baošići, on the Herceg Novi Riviera coast, and is expected to welcome its first guests in June 2026.
The total investment is estimated at 80 million euros, and the resort will become the company’s flagship and a new symbol of modern Montenegrin tourism.
A luxury resort overlooking the Bay of Kotor
The project in Baošići provides for the construction of a hotel with more than 800 rooms, making it the largest not only in Montenegro, but along the entire Adriatic coast. Almost 80% of the rooms will have direct views of the Bay of Kotor, one of the most picturesque places in the Mediterranean.
The resort’s infrastructure will meet international high-end standards. Guests will enjoy five restaurants, several bars, a spacious spa center, indoor and outdoor pools, as well as a congress center and event halls. The complex will also include children’s playgrounds, play areas, and an internal park, making the hotel especially attractive for family holidays.
“Special attention has been paid to the comfort of families and the youngest guests. The project includes spacious play areas, as well as relaxation zones that combine nature and modern design,” said Carine CEO, Vladimir Popović, in an interview for the portal eKapija.
In addition, the hotel will become an important asset for business tourism: guests will have access to a
multifunctional conference hall with an area of 1,000 m²
According to Popović, construction is moving ahead of schedule. Rough construction work was completed in just 12 months, which is an outstanding achievement for a project of this scale. Interior and finishing works are now underwayinterior and finishing works, the facade is being installed, and the grounds are being landscaped.
“Everything is going according to plan, and we are confident that by June 2026 the new resort will fully open its doors to its first guests. At the moment, installation of the facade structures is being completed, after which interior finishing will begin,” the company head emphasized.
After completion, the hotel will create around 400 new jobs, giving a strong boost to the development of tourism and the economy of Herceg Novi.
Second direction: projects in Đenovići and Kumbor
In addition to the resort in Baošići, Carine is simultaneously developing another major project in the neighboring settlements of Đenovići and Kumbor. Here the company is investing an additional 80 million euros in the creation of a mixed-use complex with an area of about 75,000 m².
The project will be implemented in phases — in three phases, each of which will become fully functional upon completion. The first phase will cover an area of 20,000 m² and is expected to be completed by the end of 2027, and the entire complex by 2031.
The complex will combine hotel buildings, residential units, and apartments, offered both for permanent living and in a time-share format — a shared ownership model that is gaining popularity among foreign investors. The sale will include one-, two-, and three-bedroom apartments, as well as commercial premises and infrastructure facilities.
A new level of tourism and investment
Unlike the resort in Baošići, which will be positioned as a premium all-inclusive hotel, the project in Đenovići and Kumbor will combine tourist and residential functions, creating a modern space for living, leisure, and business.
“These projects open a new chapter in the development of the Herceg Novi Riviera. We aim to bring a new dimension of luxury to the region, combining nature, comfort, and sustainability,” Popović noted.
The company Carine has been actively developing Montenegro’s tourism infrastructure for more than ten years. Among its landmark properties are Carine Hotel Kumbor, Hotel Park Bijela, Carine Hotel Delfin, as well as Carine Hotel Kumbor Resort, which became one of the country’s best family hotels.
The economic significance of the project
The new resort in Baošići will become the largest employer in the region and will give a significant boost to small business development, especially in the areas of hospitality, transport, and services. In addition, the implementation of two large-scale projects with a total value of 160 million euros will strengthen Montenegro’s position as a investment-attractive destination for international developers and tourism brands.
Local authorities in Herceg Novi have already called the Carine project one of the “most significant for the economic and tourism development of the region,” as it combines a sustainable approach to development, preservation of natural landscapes, and high standards of environmental responsibility.
