At present, Russians and Belarusians are entitled to visa-free stays in Montenegro for up to 30 days. This policy contributes to a significant tourist flow: in 2023, more than 246,000 Russian citizens visited the country. However, according to analysts, the introduction of visas may reduce this figure.
At present, around 26,000 Russians and about 1,000 Belarusians live in Montenegro, for whom possible changes to the visa regime will create difficulties.
Reasons for introducing the visa regime
As part of the EU integration process, Montenegro is obliged to align its visa policy with Schengen standards. This means introducing visas for citizens of those countries that require a visa to enter the Schengen Area, including Russia and Belarus. This decision is aimed at strengthening control over migration flows and improving security in the region.

The introduction of a visa regime may significantly affect tourist flow from Russia and Belarus. According to 2023 data, 246,000 Russian citizens visited Montenegro, spending a total of 3.7 million nights in the country, which averages 15 days per person.
With the introduction of visas, a decline in the number of tourists is possible, which may affect the revenues of the tourism sector and the economy as a whole.
