The company Put Inženjering from Podgorica has won the tender to develop the conceptual design for the Nikšić – Žabljak – Pljevlja expressway, offering the most favorable price — 192.39 thousand euros. The project is being implemented by Monteput, and the total length of the new road will be 96 kilometers, including the construction of bridges and tunnels.

The future route will be divided into three subsections:
- Nikšić – Šavnik,
- Šavnik – Žabljak,
- Žabljak – Pljevlja.
As subcontractors, Geot (Podgorica) and Geotehnika Montenegro (Nikšić) have been engaged in the project.
Tender and design details
The tender was announced on December 24, 2024, applications were accepted until January 27, 2025, and its initial estimated value was 205 thousand euros. During the review of proposals, Monteput rejected the joint bid of Decom Group and Louis Berger due to non-compliance with the requirements — the documentation did not clearly define the division of responsibility for bridge design.
The main goal of the project documentation is to determine the optimal route taking into account the terrain, the environment, and economic feasibility. Development will take six months from the moment the contract is signed.
Main characteristics of the route
- Maximum speed — 100 km/h (with the possibility of reduction on difficult sections).
- Crossing key natural landmarks — the Komarnica and Tara canyons, as well as Durmitor National Park.
- Connection with major highways — the expressway will connect Nikšić, Žabljak and Pljevlja with the Bar – Bolare motorway and the Adriatic-Ionian highway.
