Risan je drevni i istorijski značajan lučki grad sa stanovništvom od oko 1.300 stanovnika, smešten u najdubljem delu Bokokotorskog zaliva, nasuprot čuvenog Perasta, sa istorijom dugom više od dva milenijuma, koja seže do ilirskih, grčkih i rimskih vremena. Arheološka iskopavanja sprovedena u Risnu otkrila su ostatke drevnih palata, mozaika, amfiteatara i artefakata, koji svedoče o veličini i značaju grada u antičko doba.

Fort Nemetina, izgrađen u XVI veku, dominira gradom sa vrha brda i pruža strateški pogled na ceo Bokokotorski zaliv, Perast i ulazne prolaze Bokokotorske uvale.
